No mercenaries ?

Hi,

I've been playing a few games of Polis on Boardgame arena, and during all the battles I fought, I never once saw the special "Mercenaries" battle card.

Was it forgotten by the developers ?

I found this card on the last game... It is just a problem of unlucky...

Now they appear regularly, the game must have been fixed (which is great !)
