Optional Permit Refusal

I cannot find documentation of this feature or rule, and I don't want to figure it out experimentally, because, lazy I guess.

The game occasionally offers me a permit refusal after I select a card combination. I never take it, but it is also usually not there. Does anyone know what causes this option?

I am profoundly curious. Optionally taking PR does not appear to be in the rules as written.

That's a very specific case that happens only when you take tempory workers. Since action are always optionnal, you dont have to change the number so that it fits. That's the only way to get an optional PR

It seems obvious now...

Does this additionally require that the other two card selections are unplayable as well?

No, because the combination is still playable, but you have the choice to not use the action, which make it unplayable... it's a bit messy.
