It seems that my opponent won after she drew cards after my turn ended but I think that I should have won. Am I misreading the board?

it says, if someone has more than 10 cards in hand, then the one have THE MOST wins.

She didn't have 17 when the Goal was played.

Before you played the goal, you had 12 cards, she had 11 cards. As soon as you laid down the goal, you both had 11 cards, a tie, so no winner.

Then she drew cards and won.

Edit: if you had NOT played your Inflation, you would have won, as you would have had 1 more card in your hand, your 12 cards vs her 11 cards

This could also happen with 10 Cards In Hand

A: You would keep playing until only one player currently meets the win condition.
