How to select ‘recruit a worker’ on the interface?

I’m currently playing a game of Homesteaders and can’t find the button that allows me to recruit a worker.

I have the necessary resources, and the rules state I can do it at any time. When I look in the ‘trade’ area, it is not an option there.

The button to hire a new worker is up top, with the other buttons. Here is an example picture:


"Hire New Worker" is to the left of "Show Trade".

After hiring a new worker, the apple and the trade chit should be deducted, and a new ready worker should be available like this:
