Perhaps it would be better if only the last 100 thumbs count.
That way, if someone who receive a lot of bad thumbs change his attitude, it can see fastly the difference.

100 red thumbs is a hell of a lot. They can't just have them wiped off just like that.
But maybe only thumbs from the last e.g. year would be reasonable

If you are at something like +85/-15, you 'only' need ~33 good thumbs for be at 90%+.

"Only" 33 green thumbs, my experience shows that this can take a long time to get.
In any case, that's missing the point.
The idea behind capping someone with many red thumbs is too punish problematic players. This shouldn't be held against the player in the long run. If the player improves his play style, after a number of games and/or a period of time he should be allowed to return to normal status.

If a player changes totally his behaviour in 2 years, maybe he can create a new account to fest this event

Creating a new account is a VERY bad idea for recovering past mistakes. I understand the idea of punishment bad players, but I really do not feel it should be "life-sentence". Every such punishment should finish in time, creating opportunity to recover and motivating to be better player. 1 year for "red thumb" is long enough.
