No. The items to be used with the Black Market must be available on the player board, since you must return them to the bank.
The victory points shown on the buildings are not available, as these points are counted at the end of the game, and the buildings you have built cannot be returned to the bank to free a location or retrieve victory points. The available victory points are materialized by tokens, and it doesn’t matter if you got those tokens by selling goods or using the effect of other buildings.

You're right. I wasn't thinking about the possibility of getting chits in any other way, but yes: It just has to be the chits (which would be physicals tokens in the table game.) (without expansions, the only way to get them is via shipping)
