Is this new? 'You can't concede a cooperative game. Please use 'abandon' instead.'
(I tried conceding a Turn based hanabi game.)

It's new, indeed. However, I've quickly tried some test game (in training mode), and abandoning a cooperative game is now considered a
defeat (while abandoning a competitive game is still an
abandon). So I guess that abandoning now cost ELO (though I don't really want to try to check), and conceding is no longer a possibility (so no conceding a game if the other still want to try to win).

i just don't think they even care. i played perfect game with a player we would have had 30 points then decided to bomb randomly..i didn't do anything wrong, i think half of them are trolls now

I don't abandon much, but if someone wants to, I usually say my protest, then agree.
It would be more fun to have ELO mean something, but since it doesn't, it's hard to care about it.
-10 points for abandoned games would help a lot.
Angie, the last game I played a 2p game with you, you gave me "3" on first turn (which touched 1 card), then "4" on the second turn (which touched 3 more) (we only had 5 cards). I, of course, discarded one of the 4s at the first opportunity. You wanted to abandon immediately even though I had made no mistake so far. So, it seems a little strange for you to talk so boldly against abandoning if they don't like how you play.
Note: Be careful not to give this clue to a beginner, they might actually hold all those 4s!!
I also see that you abandon 80%-90% of your games.

I've had a similar experience w/Angie and am similarly perplexed to see her comment here.

Partially true. It is displayed as 'defeat' but the game record still does not register, thus ELO does not change.

BGA should do something about this issue and quickly! It's ruining Hanabi for many players and I know a few that decided to start playing Hanabi in alternative websites to avoid this issue.
As soon as a misfire or a supposed mistake is done, the "masters" will ask to abandon the game. I had a guy asking to abandon the game just after the very first clue was given! And he says this is the "social convention" as if a game is not perfect just abandon it! This is plain stupid and ends up in overinflated ELOs all around this game. Most "masters" are only in that position because they abandon every single game that is not perfect to avoid losing ELO or whatever.
There are many solutions possible for this and I am quite radical about this. I would remove ELO completely from this game. Yes, you wouldn't know the level of the guys you are playing with at that point but you already don't! I have seen guys with 700+ ELOs that are unaware of what a Finesse is but they still get to that point in ELOs because they abandon every game that doesn't go their way.
I'm among the many that are seriously considering abandon BGA to play Hanabi elsewhere as this is not fun at all. People that play for ELO rather than playing for fun are just spoiling the game for others. I prefer to play 5 games until the end and get 22 points in each of them rather than playing 10 but only finishing one of them since the other nine were not "perfect".
To whoever is in charge, please don't let this cancer spread any further.

Just make abandoning the game count as a loss. Easy. Elo is pointless for Hanabi anyway so you can easily prevent elo boosting this way. Then, the elo boosters have to use alternative low elo accounts or something.
