Paths of Glory is a GMT game and that would make a nice partner to this…
Yes, I have began to read rules for it, really good, but there are CARDS too!
(and USE creator is currently developing a WWI game with same game mechanics as USE)

Jackpot, you find one of my preferred.
I have started dev of it on BGA some months ago but stopped by waste of time.
Con: only 1 scenario and 1 campaign.
Pro: all the games in this series share fairly similar rules

I don't know if it has scenarios and I presume complexity would rule it out but what about Star Fleet Battles...

Yes, this and other Mark Simonitch titles (Holland '44, Stalingrad '42) would be excellent

Or
Talon from GMT, more recent (perhaps easier to learn and code).
Tactical games (like Star Fleet Battles) have always plenty of scenarios of growing complexity (to learn rules).

i am so happy youve done unconditional surrender - and what an incredible effort
how long did it take you (im a programmer as well)
it is now my favorite game - its really your bga implementation that makes it great - having it on a table would be a bit overwhelming with all the rules
anyways i definitely have votes for next war games as im a big war gamer
my favorite - well until bga use came along - is paths of glory
its one of the highest ranked war games on board game geek and for good reason
its WW1 - theres a lot of rich strategy, its very even play
each side having their own deck makes things less random/luck
theres lots of tournament play of this game (ive been in a few) so its definintely been well tested out
cant recommend this one enough
other votes after paths of glory would be washingtons war, bonaparte at marengo (or napoleons triumph - similar mechanics, same designer), or sekigahara - to name my other favorites.
though whatever you choose im just happy to have more war games on bga - they make these great but rather unwieldy games so much more playable!

oh - i guess card driven is a bummer - well for non card driven i would definintely vote for bonaparte at marengo and napoleons triumph - great games - no dice in them!

but I cant help wondering - the rulebook for USE is 50 pages plus 50 page playbook, paths of glory is roughly 20 pages - it does seem like paths of glory would be an easier lift than use cards and all - but of course i dont know the interface like you do

I've only played Paths of Glory once or twice and it was a few years ago. My recollection is that most of the time you are just trading the cards in for an activation point system, and the special effects hit about as often and are about as common as the various conditional events, special use counters, and policies in USE (which is why I had kind of forgotten it is technically a card driven game).
