A follow up question- It appears that the feature to cycle the oldest card if the row remains unchanged is not implemented for the solo/coop mode. Is that intentional? It appears that with the 2nd edition rules, it should be in effect even for coop mode. This would affect strategy when playing against Penny Dreadful (i.e. not buying anything to cycle a high cost card so that Penny Dreadful does not score it).

Yes, it's intentional that the cards only cycle in competitive mode, not in co-op mode. Penny already cycles the cards each turn by purchasing. This change to competitive mode was added as a complement to this existing behavior, helping in cases where nobody wanted to buy anything but flushing wasn't possible. (You can't flush the offer row in co-op either, also by design).
