You say that they are 2 different things. But a draw by repetition does not exist. A thing needs to exist before you need to consider it.
There is no need to agree to a draw because the game can always be played to it's conclusion, even if that it concludes in a draw.
In chess you need a draw button because the game has positions that can infinitely repeat.

This is wrong. The rules of chess do not allow the game to continue indefinitely. A draw agreement is needed when the opponents have already realised that the game will end in a draw. It's silly to make extra moves when everything is already clear. Or when the opponents don't want to take any chances.
