Can someone explain when can you buy/steal the costume cards? Got my first games on it and Im still clueless
Also, at the set up, my opponent was able to pick a costume card and reroll before I could pick up the other card. How is that possible?

bionic, if you roll three or more "hits" on the dice, you may buy costumes for it's energy cost, and of course it can also appear as a regular card for purchase in "the shop." At setup, each player gets two random costume cards and can choose one of them to have for the rest of the game (until it gets stolen of course). I hope I explained this clearly enough.

That's right. But you can only stay costumes from player you actually hit.
All this is explained in the How to play section, and Halloween expansion of rules have also been added in the game page.

This is so cool! Are the costumes and additional characters here to stay, or are they only temporary, for this Halloween season?

In my last game 3player i was in tokyo rolled 4 paws first player died 2nd player had 2 health, reached 0 and had zombie card that says you cant die, but į wasnt able to steal it. Iš it a bug or i Dont understand something.

"Steal" action can be misundersood, in fact it's more "buy Costume cards from players, without asking them permission". You still need to have enough energy to buy it, if you don't have, game may not ask you if you want to, as you can't.

Did you have enough energy to "purchase" the zombie costume? Even if paying for the costume sounds very wrong if you're stealing it. Guess you're an honest thief.
I've been in a game where a Zombie costume was stolen, and the player died, so I'm sure that works.

Wow. I feel like the Halloween version is how this game should always be. There is so much more interaction and attacking, and I actually feel powerful at times.

I agree, the game goes really back and forth. Not someone who has the upperhand during the whole game.
The costumes make you feel more powerful, but the opponents too, thus it evens out. Many of the cards require a decent tactic, or invite you to try difference styles of combinations of cards.
