I ran the trouble shooting tool pointed to on the FAQ page you indicated and everything came up fine, so I still don't know what went wrong.
I pointed that out in reference to the original post in this thread (difficulty to access static assets).

Indeed. I was not saying that for you, but for your friend who mentioned writing at the contact address, then posted on the forum. The most efficient would have been for your friend to contact the support.

In that case, yes. If the error patterns/frequency matches that of an attack, the system has to protect itself: this takes priority. The thresholds to trigger this are high, so it's quite rare.
