I agree to this. But for the original case here, I'm not sure. We weren't given much details.

In my mind "repeated video calls" was like 2 or 3 times, which can sounds like just clicking the wrong buttons. I have already started video call by accident myself.
Maybe you read into original post that they tried 5-10 times before they left. In which case I agree, that indeed falls under "harassment" and should be reportable - or even better not be technically possible to try multiple times during the same game (like suggesting abandon).
