No you can't. That was my whole point. You can toggle some buttons to suggest to only play opponents of your league, but it doesn't work.
But for the topic of this thread it isn't even relevant whether it works or not. Problem of OP was that he doesn't like being matched with too high skill-level. That can never be avoided in arena because of it's "seasonal" character with everyone playing in their own pace (regarding their amount of games played and date of starting to play arena in the current season). If you don't like the brawl of everyone fighting everyone in arena, you just need to avoid arena in general.

Yes, I could play simple games, but surely the whole point of a league system is to match players of roughly similar ability.
Maybe the fact that they call the divisions "league" is the problem here. It isn't a league. People get reset when next season starts and you can only go up during the season. So it's more like a race. Some players might go up faster than others because of their skill - but people start at a different time and some play many more games than others, so you meet people of all strength everywhere.

It doesn't work and (as far as I know) it never did.
Try it out for yourself, in a game that isn't as highly frequented as can't stop or whatever
Yes you can. That was my point.
I've tried it out myself many times over the course of several seasons and never had a problem with it. To take a recent example, I've just reached elite at ToeShamBo. When I hit gold I restricted to +/-1 leagues and never got a bronze opponent again. When I hit platinum I left the restriction there, and only got platinum and gold opponents (nobody was elite) and never got bronze or silver opponents. Try restricting to just your league. It will take longer to find opponents, but you should find they are the same level as you. If not then there is a bug, just not one I've ever hit!

Sorry, but I don't believe a single word of what you write. Restricting the leagues works fine. If this would be a popular site-wide problem, it would be a much more prominent topic. I haven't seen anyone complaining like you do in recent time.
If it really doesn't work for you, you should file a bug report and if it is a problem also for others, there will be many such reports or yours will get upvoted and eventually admins will care about it (as they have done in the past). It is really bold of you to assume that this does not work for others.

Arena matchmaking needs fixing. It matches you with Elite league experts when you're starting your first Bronze league game no matter which options you choose.

Just a quick question, would you prefer to have some 'soft reset' for arena? What I mean by that is that everyone will lose one full league at the start of a new season (silver will became bronze, elite will became diamond).
That will reduce the chance for any new arena's player to be against someone high skilled.

Splendor is a completely different game when playing against experts. Instead of the engine-building strategy most people use, experts pretty much ignore the first row and only focus on reserving big point cards and collecting gems for them.
For Splendor, you're going to have to learn how to play expert strategy or play a different game, or just play against other beginners like other people suggested.

Actually we tried to match players with players with same leagues but this results additional waiting times and most of players declared they do not want such a thing.
All details there:

We are still unsatisfied with the current situation, but improving it would require some drastic rethinking of the Arena system so this is not for now.

Surely turn based players don't care about a longer wait, they can wait a full day just for their next turn. I couldn't care less how long it would take to find a match in my league, I'll do something else while it's waiting.
I don't understand the complaints. If they don't want longer waiting times then they can set the options to play anyone, which is what it does now. The people who don't mind waiting for a game close to their league would set their own options.
I rarely play Arena, only if it's a game I'm decent at, as it will more than likely be a 500+ expert and if you're an average player that's no fun.

I'd say in the context of the current thread, your comment as admin is confusing.
1. The OP was complaining to not find players of similar ELO in the Arena. This wouldn't really be solved by more matches between players from same league.
2. There are 2 people in this thread who claim that they can't even restrict to same league if they want to and claim that settings do not work. The other thread you link to is in fact not really the topic of the current thread.
