I think it's actually added at the beginning of your next turn.
X moves per day is not a maximum. You can play a 1 move per day game realtime if you want. It just means that if you make at least X number of moves per day, your clock will not run out of time.
if you want to estimate how fast the game will move, you better interpret it as there being X total moves (not your moves, but all players considered) in a day. If there are less than that, *someone* will eventually time out.
