Not really from the start. I had a rough idea of where the federations will be in round 1-2 and expected to eventually make 2-4 of them. But this automa is in particular specialised in hindering the federation building because it always tries to build as close to you as possible. Therefore I didn't really bother to focus on federations as my main goal just tried to not run out of possibilities for future rounds.
I decided to rather maximise the Geodens' ability and the federations were created situationally, bearing in mind the rough initial plan.
