Are "random" scenarios completely random, or does it randomly pick from the ~35 built-in scenarios?

The scenarios are picked from the existing scenarios.

In my play, though, the turn time never reset and both my opponent and myself ran into negative time quickly (despite us playing at a pretty good pace). Hopefully this will get fixed soon.

Yup, we just experienced the same. As if this game is not stressful enough as it is without a broken timer.

The time will normally be adjusted automatically after a few time people are playing it.
We will check if it will be fixed soon.
