Well, I said "I believe", I could be wrong. I just found it a bit strange that games have +13/+20/+32 (Hanabi), +11/+17/+27 (Sparts), +61/+98/+157 (Ark Nova), +93/+148/+237 (Lewis & Clark). Those look like very arbitrary numbers unlikely to have been "decided" by a developer.

I've been requesting a "blitz" mode, because "fast" speed is still ridiculously slow. I've given up hope that people will implement it, because the site owners value "finished games" over "fun games".
I give red-thumbs to slowpokes, and make a note on them that they disconnect frequently/play slowly.

I don't remember what the options are, but tournament games at least have different options for the time-control:
It might be that some of those are faster than the time controls available for non-tournament games.

I can't say for certain as I tend to avoid faster speed and especially real-time tournaments, but I'm not sure this would work out because they use fixed-time rather than time per turn (although that may be different for real-time).

You were correct. Average players times are measured during beta (and alpha?) and used to decide how long turns should take using an algorithm. Once the game is released, the timers stay the same unless manually edited. We as developers don't get to choose those times (except maybe during alpha and perhaps beta, but I tend to make them large and ignore them anyway).
To that end, player averages
now have no effect on it, but they definitely have something to do with it.
