That creates another issue though. If no ELO is exchanged, then people in multi opponent games who are certain they are losing could just quit and not lose ELO. There's not really a solution that's great, but a start would just be to not have any of the winners docked because of the tie. Go ahead and give lower ELO players who tied something at the expense of the player who lost, but just leave it at that.

People who expect to finish anything other than 1st will still be incentivized to be quick with the boot button, which is unfortunate. But I think this is the best that can be made of an unfortunate situation.
It would make sense that if you lose properly, your Elo gets adjusted as expected, but if someone quits, they lose Karma and Elo stays unaffected as the game wasn't properly finished. Since Elo is meant to be an indicator of a person's skill, not a reward or prize trophy or measure of how stable someone's internet connection is, it shouldn't be affected at all by invalid matches that arent properly played out.
But maybe you are right, and karma loss isn't a good enough disincentive on its own. Not that I personally can understand people who care more about Elo than Karma. But if many would quit losing games to take karma loss instead of Elo loss, then Elo would be a less useful estimate of their skill eventually.
In that case, a better solution is what you say - on a quit, the non-quit players should not exchange Elo points with one another - only the quitter should exchange points with every non-quit player.
