Possibly I did try for a public red thumb, as I only tried it once I think, and the attitude I saw was the kind of thing that I thought everyone should be avoiding. But I agree, I had it wrong, it certainly seems to be possible now to do anything with thumbing, regardless of play history (which makes it a lot more open to abuse). But I just gave (and revoked and changed to green) a "public" red thumb to you after confirming we've never played a game. It appears that when they removed the automatic effect of public red thumbs, they also removed the restriction on giving green thumbs and public red thumbs.
