Thank you for the clarification. Looks like somewhere over the years my group changed the process... no wonder we found pandemic legacy way to easy to beat. Lol. Thought we were so good!

Happens to most people at some point.
Makes Pandemic a heck of a lot easier though.

We played a crucial rule incorrectly which made the game a lot easier. Pandemic is absurdly difficult at times.
Has anyone here played "Rising Tide"?
Trying to win at that game is like trying to beat Battletoads on the NES.
