You have homework to do: "How can you score 17 points?". In real life, of course, this is not entirely realistic, but in theory it is possible. And 17 points is probably the maximum in this game.
I think that BGA's implementation would not permit you to have 17 points.

At the end of your turn, you might have 5 hidden points plus 9 visible points (e.g. four cities and a settlement). Suppose one of your opponents holds Longest Road. Then on a different opponent's turn, you could gain Longest Road if the other player's road is severred by a third player's settlement. You don't win immediately on getting Longest Road, though; the rule is that you can't win except during your own turn. How would BGA deal with this? I suspect that at the start of your next turn, since you have 11 visible points, BGA's implementation would terminate the game with you as winner (and your 5 hidden points would be credited automatically, for a total of 16 VP). I think that would happen before you roll the dice, so you don't have a chance to get a 12th visible point.
