The EAS score is used for the final exchange, but it's not used for matchmaking. For matchmaking only the leagues count, so two elite players, one with 1700 and one with 1300 will always be a possible match (and there will be a lot of points exchanged if the 1700 player loses).
I haven't played much arena, but I have never seen *my* restrictions not obeyed. I've seen reports from others, but haven't seen it in my case. So for all I know, setting restrictions in the "old lobby" and queueing in the "old lobby" works.

Which is the old lobby? Do all the settings not carry over between both types of lobbies perhaps like I thought?

But you've still suffered -28 and -29, which once again proves that setting level restrictions once you are in elite is not much of a safeguard
