I am confused. It is late afternoon 5:47pm. Table #736647631 Takenoko. There is a moon by my name + one in area showing all the players. I don't see it on other games. I have gotten late penalties for not taking a turn during my real moon time on some other done games and I always couldn't understand as I am online alot! (i did have 2 travel days that I was in a car for 10hrs- 9/4 and 9/21)Not going to take a turn now hoping someone can explain

Make sure that both the time zone
and the time of day in the settings of your device are correct. I infer that you are in EDT (North America). From the web page for the table —

This displays your preferences for the game, and below that the game options. Under the heading "GAME OPTIONS", there is an entry for "Playing Hours". When I look at it, it says "0:00 → 12:00". I'm in the Pacific time zone (North America) so if you are on Eastern Time, and everything is set correctly on your computer, then for you it should say "3:00 → 15:00". That means the clock ticks between 3am and 3pm, your time, if my inference that you're in the Eastern time zone is correct. The moon symbol beside a player's name means it is that player's move but time is not ticking.
Your opponents at this table appear to be in France. If they are on CEST then for them, the playing hours at the table would say "9:00 → 21:00". In other words, their clocks would only tick down from 9am to 9pm in their time zone.
