Thoughts on card flips:
- Typical setup seems to be animals, cards, build, and one of association or sponsors. Typically animals is early, cards is sometime before you hit 10 rep, and the others are whatever order makes sense
We tend to go with build - assoc - cards - animal - sponsor.
Build is very economical. Level 5 can give you an area 3 + any two of pavilions, kiosks, area-1. Or area-3 and area-2. Anything that lets you do multiples is good. You also get access to those "locked" areas on your map.
Assocc - gives you donations (and Conservation!) early on, as well as partner zoos level 3 if you go that route.Level 3 PZ also gives you an association agent. 7-9 cost for +2 Conservation is very tasty.

It also gives you a potential two Association actions. Yes, you need 2+ agents, but you should get those anyway. Getting a +2 Reputation and a PZ late in the game off of 5 Strength, in one action, is very nice. And money-wise it costs you nothing.
Cards gives you a snap at str 3. Which can be handy for grabbing those key cards that you need.
Animal - you probably don't need it until later due to the cost of the "big" animals.
That all depends on initial starting cards, maps, etc of course, If you get a starting Animal that needs the upgrade and you can swing the cost... If you end up going for universities rather than PZs,then Association isn't quite as important.
