The problem is the blanket all approach doesn't really work, there should be more freedom for each game on how it handles the situation.
How ELO is handled should be fixed across the board, it's a nonsense that ties in void games are handled the same as ties if somebody actually tied you in a game.
And the punishment for quitting a game isn't high enough, particularly the later into a game you do it, and particularly for repeat offenders.
