Why do people stop playing with only a few turns left?

I've rarely had this happen. I play 2, 3, 4, and 5 player. I have my access filter set to >75% reputation, but I think that may be the default? Either that, or I've had it set that way for so long that I forgot.

But I only play turn-based games, not real time, and I wonder if maybe you're only playing real time games and just didn't mention that in your post? Maybe this is a common thing on real time games and I wouldn't know because I almost never play those, except on occasion with friends. Are you experiencing this in turn based games, or real time games?

Because what's the point of finishing when you know you're gonna lose? Just concede, leave and move on to the next game. Why do people feel like people MUST play all the way to an inevitable loss?

Can't concede in 3 player games.

OP was asking why people just stop playing and time out.

Ah, my mistake I missed that part.

I guess it’s still kind of the same thing. They know they are going to lose and want to play something else. So they prefer just to move on and time out. Not sure though.

But, for a two player game, I think conceding before an inevitable loss is perfectly fine.

Same thing for the loser. Not for the winner (if more than two players). When you boot someone out then all the remaining players are winners. It's not fun if you're in a position to beat three other players to see one just leave, let the clock go to minus and have one of the other two boot him, ensuring your result from the game is less than it could have been.
