Tuaregs are called Blue people, and according to wikipiedia, they are "largely matrilineal". I've found two games about Tuareg people:

Good guesses! The answer and next game on BGA is indeed Targi, a game from Andreas Steiger. Congrats to Anansi who got it just from the first clue

Village ? Oh, please let it be Village. We play this all the time, me and my wife. One of our favorite games.
