I did some experiments, I have concluded the following:

The first game double time message is only visible to opponents.

In a turn based game this does nothing, nothing is doubled.

If you start a live game and have not yet completed a game, i.e. you may have an open turn based game, then the increment that you get every turn is doubled, your maximum time pool is still the same.
