I don't understand how it broken / wrong.

If you draw tokens, it's the end of your turn and you then are forced to discard. I can use a scroll to get over ten tokens and have 11-13. . Drawing this scroll does not end my turn, as I can still buy a card.

What am I missing. ?

I’m the publisher and I can confirm what Thoun said right above
When you choose the action to take new tokens, the end of your turn is just after taking the tokens, you have no other step. So discarding any more than 10 just after is normal, because it is the end of your turn.
there is no wrong rule here, the only case that make you pass the 10 token limit and not being the end of your turn is by using privileges and this wark fine.
