actually, it's quite the opposite of wasting time. Instead of one playing game when he gonna lose anyway, or instead of playing boring and not fun uphill battle,
they finish early, declare rightful winner and start a new game.
Yes, it's rude when someone does it out of the blue, and for no reason, but i think Conceding is bad at all.
Anecdote - More then once someone concede on me on the last turn of seasons, when i had left to do a crazy long combo.
That saved them life 2 min

Well, everyone has spare time, but I suggest you to find something funnier to do, like learning guitar, riding unicycling or picking up chicks.

Since there are different views, maybe people who care about this could use the presentation field (something like "no conceding please") when creating a new table ? And when they join a table, asking people if they're ok to play a full game, without conceding ? A bit annoying, I agree, but if there's no easier way ...
