that's when other tiebreaker criteria are used.
Yes, it could be done that way and then there would still be cases where you won the same number of games as the tournament winner, and you beat the tournament winner heads-up, but you're just the silver-medalist. In my opinion it would not be ideal for BGA round-robins because players would get confused about why two-way ties are always broken by the heads-up game, while multiplayer ties sometimes aren't.
