If you're creating or joining games from the pages for the individual games rather than from the lobby, you can select a specific set of games speeds you're interested individually per game -- it doesn't even need to be a continuous range -- and can also indicate different speeds & playing hours that are best for you or varying degrees of tolerable or unacceptable if your preferences aren't available.
As far as I'm aware, you can't select specific game speeds for games started from new lobbies/game pages. The preferences you set under the cog in the old lobby only apply to automatically created games in the old lobby (or Arena). These settings do not carry over to the new lobby. The only options you have for time selection in the new lobby is one speed, or "flexible" (which means ANY speed, though I think it still respects whether you chose turn-based vs. real-time speeds). This is how people set they want 2 turns/day, but "flexible" and end up in a 24 turns/day game.
<facepalm> I reversed "pages for the individual games" and "lobby". Thank you @nik592 for catching that. My apologies to everyone I mislead with that error. I will edit that & indicate the change.
Detailed settings are available from the "play now" lobby. The individual game pages have more limited options, which IMO are inadequate for turn-based games.

And this leads to a horrible user experience. "Flexible" should mean you're OK with one notch slower or one notch faster than what you selected, not "I selected the slowest speed possible but, sure, put me on the fastest speed there is."
It used to be that the entire site development team for BGA were also users/gamers. But this feels like a decision made by someone who doesn't personally use the product.

Agreed. Even if they said flexible means 1 speed point away from your selection (eg. I want 2 turns/day, but I will also accept 1 turn/day or 3 turns/day) would be better. Still not ideal though - my personal preference is for 4 turns/day, and I will accept games slower with decreasing preference, but I don't want faster because I don't want playing hours. Fortunately, the old system lets me specify perfectly - I'm ok with 4, I prefer not with 3, I'm reluctant with 2 or 1 and I never want 1 turn per 2 days or 8+ turns per day.
