I disagree. There are certainly some choices I wouldn't make, but I can see why they were made, and consider that the way they have gone is equally valid, even if I would prefer something different. There are other choices I don't agree with, understand their reasons for, but think they've gone the completely wrong way on implementing (usually because the outcome does match the intentions - eg. consecutive ELO penalties). There's only a relative few things I don't understand at all, but again, there may be good reasons behind them, just not ones I agree with (or ones not being achieved by the implementation).
In short, this is a big site, there are a LOT of decisions to be made about how things will work, and even more ways that things could be done. No one is going to agree with 100% of their choices. Do I mostly get to play the games I want when I want? Yeah, I do. Do I wish some things were different? Of course. But saying everything has been done haphazardly (assuming Google translate has correctly interpreted your meaning) is not true. A haphazardly implemented site doesn't garner the user base that this one has.
