I don't know if this is really a problem or not. For a 1/day you can still be expelled after 72 hours... I'm assuming the 2/day is half that but I haven't seen that yet. I was thinking the same thing as you, until I saw that time lapse and realized these people could be expelled, and have been.

Now hopefully, once they've settled on things a bit more, and (hopefully) put a FAQs up (not just in the forums), that it would stress that you can still be expelled after a certain time so that people don't take turn-based as meaning they can just disappear for two weeks without a word.

Ah right, sorry.

Another point is that it could be useful to encourage a pseudo-real-time situation, where players stick around a table while the others are playing.

A first step could be to show which players are active or at least present in your tables, so that you know it is worth it to wait till it is your turn.

I think that they should just remove time accumulation for Turn-Based games.

That could potentially create a problem when people are on completely different schedules. Now, that's a problem that exists anyway that is going to have to find a solution, so you could say this is two separate issues. But still, it does exist. If it's a 1 move a day or slower that really shouldn't be an issue as long as you're on here at least once a day. But let's say you have a 2/day game, and my opponent comes on and takes his turn right as I'm going to bed... I sleep 8 hours, I get up and am heading to work. So I can't get on until after work.... so now say 18-20 hours has gone by. At 18 I've gone over 6 hours. If I can get my 2nd (even a 3rd or 4th) turn in as well and accumulate what is now extra time, that's not a problem. If I get no accumulated time, it would be 6 days before I'm completely out of time. Through what would really be no fault of my own, and if I can do the required 2 turns in 24 hours, why should I end up punished?

And while it's easy to say just don't take games from people in times zones too far away, or to only take 1/day or slower, it's really not that simple and there's problems with that. But... there's a thread specifically geared towards this type of issue and I'll leave it for that.
