Elo is completely irrelevant for Arena, both in matchmaking and results, that's why it's not (as far as I know) displayed.

For example, I’m currently in the Diamond league. When I win against a player with a significantly lower ELO than mine (often from a lower league), I sometimes gain only +1 point. On the other hand, if I lose against a player who has a much higher ELO than me, I can lose 4 points.
What exactly determines how many points are gained or lost after a match?
Is it purely based on ELO difference, league difference, or something else?

There is no ELO filter for arena, that's kind of the subject and the point of complaint for this thread. The ELO filters you set on the game page only work for simple games, not arena. Best you can do for arena is filter by league. Which is done by clicking the cog wheel on the play now page.
