I've always said the easiest fix for Hali(B) was to make it so that the built in "resource" wasn't a commodity that could build a science. That way it slowed down significantly how fast a Hali player could get all 3 Tier 1 sciences and the likelihood of getting all 3 in Age 1 was much smaller (but not impossible depending on their neighbors).
