I’d think Connect Four meets all the criteria here.
Connect Six is a bit longer but still short enough, I’d think.

Just to avoid any confusion:
Connect6 is a high-level strategy game completely unrelated to connect 4.
In turn-based games, I will sometimes spend hours figuring out one move. If two strong players are playing, the game could go a rather long number of turns. I would not recommend playing this game real-time because the real time timers are insufficient to give adequate thought to making good moves.

If you click on the word "filter" in the top right corner, you can see which 2 filters are active: short and abstract. But this doesn't mean necessarily these are games with low randomness.
If the games show up as abstract in this list or not is dependend on how the developer tagged them. Actually, I recommend not relying on the tags on BGA too much. If you think a game is not tagged adequately, you may fill in a suggestion report for that game.
I guess the duration is measured automatically by the real time games played on BGA.

I noticed those filters. I was looking for a "luck" filter that was set to zero. Apparently "abstract" as a filter does a good job of listing mostly zer0-luck games.
And now I realize why Go and Boop weren't on the list. Although, According to the Boop page, it's a faster game than I thought.

Unfortunately, although BGA asks the developers to tag the games for complexity, strategy, luck and interaction (no matter if they set them correctly or not), there is no way to filter the games library for it. You can vote for this feature here:

I guess they're not short enough. Go is listed as 29 min and Boop as 11 min, the threshold is probably 10 min.
Note that abstract does indeed not mean zero luck. Yahtzee and Can't Stop are in the list.
