Both opponents could choose not to expel.
I'm wondering whether the button for "quit this game" (available in 2-player games) is also available in 3-player games.

I don't think it is available. Dropping from a 3 player game changes the dynamic of too many games too much. So the option is not available.

So, can someone help me with this? I have no idea whether "quit this game" is something that can be done in a 3-player Rated game.
I checked a tournament 3-player game I have in progress, and "quit this game" is an option.
"Concede this game" is not and that appears to be the difference between 3- and 2-player, although maybe it is just that you cannot concede in tournament games (I don't have a 2-player tournament game ongoing to check).

According to illy831, it is available. It has a quitting penalty, but it's available. So, a game that is so bad that a player does not want to continue, that player CAN quit. nobody is "forced" to continue playing, unless someone is holding hostages or something insane like that.

Conceding without penalty is never an option in any multiplayer game. It has nothing to do with whether the game is a tournament game.

If you're ever even considering quitting/conceding an Arena game because you're losing, do everyone on this site a favor and never play in any Arena game ever again.
There should be zero tolerance for this. It's such an inconsiderate, selfish move that wastes everybody's time. It's insane that it happens as often as it does.

I'm saying they're a bad sport. Don't join an arena game if this is your m.o. - it's not for you. There are casual games where your rude and selfish behavior doesn't impact competitive standings.
