It's open to all members. But you can't find it for all games, only the ones which have a low player base. Check this one for example: https://boardgamearena.com/gamepanel?game=fleet. Click on "Play" and you will see the bell icon on the left side.

I'm guessing many people use gamepanel page for specific game to join table, see tables available etc. I'm myself old BGA user and I prefer to use LOBBY page. And on LOBBY you have option to select automatic joining for TB games also (with some preferences of your choice). Maybe that will fit you. But don't count on many tables. From my experience many games have almost empty player base, premium games or non premium doesn't seems to make big difference. Just BGA players, like any others like well know, popular flashy games like Catan, Hearts and similar.

There used to be a list of players for each game, who have this game in their favourites and are available. This list has vanished, but there is a suggestion to bring it back: https://boardgamearena.com/bug?id=206847 Maybe you want to vote for it?
