This is correct. The very first one you ever get expelled is a freebie. And the second one ever is only 10% I think. I can't remember if it is always only 10% if you haven't had one for a long time, or if the 10% only applies to the very first karma penalty.

My goal is to remain personally unfamiliar with how karma penalties are applied.
I see there was a forum post from when the karma system was introduced that provides all of these details. It might make sense to add a link to that from the FAQ.

Wow, that was a long thread. It is quaint that there weren't even 100 games on BGA yet. I'm also amused that I red thumbed the person who caused the thread to be locked even though I didn't even join BGA until over three years later, so it seems he never changed his ways.
