And once someone joins you are prohibited from changing settings, unless that changed recently, which I doubt.

I don't know in the game page, but in the lobby (old, if you want, but it's the only one that looks like a lobby, and it's the only one that has "lobby" in the URL) you can change the settings of real-time tables after others have joined. In real-time tables there's an accept screen, so players have the choice of declining if they don't like the changes. In turn-based tables there's no accept screen, so it would be very rude (and unfair and cheat-like) to change the settings after someone joins.
