ELO not understand or I do but I'm frustrated

In my mind ELO works great as an indicator of your current form/skill, but it works poor as goal to set for yourself. Only occasions I can think of, is when you are looking for some ELO-related badges or for a high-level tournament registration (that I would personally see as the only rational reason to care about ELO). Other than that I see no real reason to try to maintain or improve your ELO, just take it as a value, that always goes up and down and enjoy the games.
