Rails and Sails, if it is added in BGA, will be a specific game like USA and Europe.

Why isn't there China? China has the longest railway routes! Not to mention the longest high-speed railway lines

Talk to the kind folks at Days of Wonder. Currently the game has not been invented yet. (Or maybe it's in its own alpha pre-release stage?)

BGA tend to only do online versions of games that exist in the real world.

It’s on Team Asia which features many cities in China such as Shanghai, Beijing, Fuzhou, etc.

The latter part is correct (China has more HSR than the rest of the world combined) but the former is wrong. The US is the country with the world's longest railway network. And the single longest route is in Russia.
