Pennsylvania is the best! Stocks make the game more interesting 
That said, out of the map collections, I own all but set 2 (which we already have) and set 6 (in which I count Poland, which is 6.5). My favourites from the concepts (as I have yet to play all of them):
- Nederland: The concept of paying tolls is a simple addition, and I believe this map could also be implemented in a "toll-free" version that would allow for regular play (in fact, they even suggest playing it that way at one point in the manual if you don't want to deal with the tolls or allowing double routes fully available in two or three player games). That makes this one great for implementation and should be a top choice in my personal opinion.
- Japan: Building a bullet train network is a unique element, and anyone who doesn't help gets penalized, so you might be forced to build a route that completes a ticket for someone else in order to be seen as contributing adequately to the network. Also some side routes branching from the network that you build on normally. Interesting strategy.
- United Kingdom: Technology cards are your ticket (so to speak) outside of England, namely, to Scotland north of Carlisle and Ireland to the west. I like that the in print board designates these areas, though it may not be necessary to designate online because the disallowed routes can just be blocked until the tech is acquired (check for the ability card, in other words).
- Pennsylvania: Stocks are earned for various routes. It is a lot of extra math to deal with, but is an interesting twist.
- Germany: Not a map collection, but a base game on its own and originally released only in Germany before demand brought it to the world. Recently released as Steam DLC in December, it would be nice to have it here as well.
I also like that my choices are mostly in the top 6 of the poll outside of Nordic Countries, which is already in progress. Nederland is the lagger here, but as I said might be the best one to implement because it has a manual suggestion to play it without the tolls, so technically fits the existing framework.
EDIT: I'd also love to see Rails and Sails as with others who posted more recently, but I'm limiting to the poll. I presume the fact that it's not listed means it's not being considered for BGA. I mean, the 1901 version from the Legacy game could also be its own entry as could the first game of the campaign without all of the additional rules (the 1865 game, omitting the story, and only 20 trains means a quick game only in the northeast!), but everything in between would likely not work here.
