Sounds good; as far as I can see this way you take away the most problematic and annoying parts.
Still don't understand what big problems you want to solve with:

Because if "it's my turn to play on a turn-based table for more than 15 minutes", I could easily have 2 or maybe 6 days left to make that move.
So what's the problem if I first join a new turn-based table I really like and than play on existing tables I have days left to play?
I don't understand the need for such a restriction.
I can understand such a restriction much better when it's my turn on a tournament-game or when I almost run out on my playingtime in one/more of my existing turn-based tables.
