Free play for base dominion, pay something (or play the campaign mode) to unlock expansions, as far as I can tell.

And dominion is still here on the 15th and Rio Grande's version still doesnt exist

dominion was taken off BGA before the official site is ready to launch??

I haven't been able to play however, so not sure how ready it is.
Please be aware, however, that the last time they launched, there were a lot of security problems. I would advise you not to use your regular user/password combination until there have been more posts about its security on BGG.
