I see one game is finished and there are already some question marks around the victory conditions. Has anyone who is playing had some thoughts on that and the tie-breaker?

I think that this tournament is fixed, and nothing will be changed for this round.

In the future, I don't think that the Main Event 1939-1940 scenario should be used. I do think that a tournament game should have fixed weather months, and that the USSR 1941 scenario is a decent selection. France 1940 is okay, but only in a DUEL scenario. Using total National Will as a tie breaker is a reasonable approach, although if that is used, then the game should last for a fixed amount of time instead of completing when victory conditions are met.

No, France 40 is unusable at present. France always collapses so its national will is 0. Which means all games are draws unless one player manages to kill the BEF/land in the UK, and the other does not - essentially victory in France 40 is a function of Sea Lion not the Battle of France. Its a very similar problem to Germany 45 - since Germany always loses and always has 0 national will when it does.

I've played France 40 and prevented the collapse of France. That said, I do think that USSR 1941 is a better scenario.

That is a disingenuous phrasing, if France did not collapse your opponent played badly or you got an edge case on the probability, since France does not have the initiative or enough depth for any meaningful maneuver a French player can do nothing to 'prevent' the collapse, they can only hope the opponent fails to cause it.
