0 quits is a bit draconian too. Quits can happen when someone loses connection, has an emergency (and at least one of the other players does not agree on abandoning, or doesn't read the chat), the browser crashes or whatever. I believe "a few hundred games recently" with no penalty should be enough to show the player tends to finish the games they start.

U just played 6 games recently, of course it's ez to have 0 quit and overtime.

I played 814 games recently, and I only had 2 quits and 4 overtime.
I dont think i'm a bad player.

I considered that a newbie could fly under the radar of my proposed restriction but figured that the 100 ELO requirement for tournaments would keep unproven newbies out....at least for tourneys.

I always thought that things like lost connections and emergencies would only result in red-clocks. I thought that the only way to get a quit penalty is if you move the cursor over the quit/abandon button and intentionally hit it.

Over the three years I've been here, I've usually been more active than this, with my recent games total sometimes numbering over 100. But there's another reason why it's easy for me and that's because I play turn-based only.

So these three responses have highlighted for me that my "0 and 0" suggested restriction would be unfair to active BGA participants of good standing who like to mix in real-time play (where it's understandable that you can't help but accumulate a few penalties along the way) with their turn-based play. So the only way my proposed restriction would really work is if BGA segregated the reputation statistics into real-time and turn-based measurements....and I could target my 0-and-0 restriction upon turn-based offenders.

I wouldn't even bring it up except that red-clocks is an aggravation to me in tournament play. I average about one game per tournament where I'll have, say, 40 hours of clock remaining and my opponent will already be 7 hours in the hole. The idea is distasteful to me that my opponent could come back to win the game even though he has, technically, already suffered a defeat. I've played Mr. Nice Guy and restrained myself from hitting the kickout button but maybe I need to become less gentlemanly about it in the future. Now, I only play tournaments that feature 2-player games. Where my suggested restriction would really have some value is for tournaments that feature multiplayer games where an abandoned game because of a chronic offender messes up the fairness of the statistics and results for all the other participants.

I believe an expulsion (because you ran out of time) is also counted as a quit.

I think it makes sense to have separate penalties for real-time and turn-based games, or to treat them differently in some way.
