A per-user setting of preferred playing hours (instead of time-zone) and a big ugly warning when trying to join a game that doesn't significantly overlap your preferred playing hours would be more reasonable.

Just that for time zone you do not need to change the user settings.

Anyway, I think that any improvement to avoid enoying situation where you want a fast paced game and people that join did not look closely enough to the game setting would be a nice feature.
